What this is

Every Texas business that makes taxable sales must hold a sales tax permit, and each permitted location is a public record. A new permit means a physical location is about to trade. Because the register identifies the taxpayer behind each location, an existing operator adding a site can be told apart from a brand new business.

Timing note: the permit date is not an opening date. In a measured Harris County cohort, most locations recorded a first-sale date earlier than their permit date. Treat this as a record of where business is operating and expanding, not a forecast of future openings.
